| (1)Management and Provision of Coal Information |

| JCOAL established an internal organization called Japanese Center for Asia
Pacific Coal Flow (JAPAC) to collectively manage information on coal,
including geology and infrastructure data on coal mines, coal utilization
technologies, environmental pollution control measures and the coal chain.
The Center provides coal specialists with the latest coal information by
issuing "Coal Note" and through the Japan Coal Information System (JCIS).
The Center also helps to set up resource development projects and to
disseminate coal utilization technologies as part of its many activities. |

| (2)Building a Coal Information Network and Exchanging Information

| To make optimum use of the personnel network and information of JCOAL, the
Japanese Center for Asia Pacific Coal Flow (JAPAC) was founded to allow all
JCOAL staff to exchange information and propose policies related to coal
based on the information. JAPAC engages in many different activities in
cooperation with JCOAL member companies. |
